Greek Property Market: Housing Investment Up 7x Since 2017

Housing investment in Greece has grown almost sevenfold since 2017, according to the Hellenic Statistical Authority (ELSTAT).

Greek Property Market: What the Official Figures Show

Based on recent data from the Hellenic Statistical Authority (ELSTAT), real estate activities generated almost 36 billion euros (gross value) in Greece for the year 2025. Compared with the same data from previous years, this is the highest figure since 1995. Additionally, it’s 10% higher than the numbers of 2024.

That translates into real estate currently being the third-largest sector of the Greek economy, following the sectors of trade, transport and tourism (about 51 million euros) and the public sector, education and health (about 37 billion euros).

To better comprehend these figures, they measure the income the sector produces through rents (including the national rent of owner-occupied homes), sales and property services. So, it’s important to clarify that it shows the sector’s economic impact, and not the property prices.

Construction Figures Nearly Tripled Since 2017

As our portfolio consists of both existing and off-plan properties, the current data on the construction sector are particularly important to us.

In 2017, this sector contributed a little below 2 billion to the Greek economy. Since then, it has nearly tripled, reaching 5.3 billion euros in 2025. For property buyers, this reflects a steadily growing and maturing market.

What This Means for Buyers Today

It would be safe to say that, according to the official figures, the real estate market has dynamically come back as a strong economic sector after years of crisis, and it keeps growing steadily.

This conclusion is backed up by recent findings of ours: Average spending per buyer increased by 37.3% in 2025, reaching €450,000. Commenting on this development, Giorgos Gavriilidis, CEO of Elxis, stated:

“Until 2023, the upper budget limit for our clients was around €450,000 - €500,000, and this amount concerned a relatively small number of people, as most buyers operated around €300,000 - €350,000. Today, as our data shows, this has changed, and there is significant demand for more expensive homes above €500,000, especially newly built properties with private swimming pools, large living spaces, gardens, and other amenities.”

According to him, newly built villas priced between €400,000 and €500,000, featuring private pools and located close to the sea or offering sea views, are difficult to find in other European countries. Properties with such specifications also offer the additional advantage of investment potential through seasonal rentals, as well as capital appreciation in the event of a future sale, as reflected in the data from this year’s first four months.

Buying a New-Build or Off-Plan Property in Greece

At Elxis, we have established a clear step-by-step process for buying an off-plan house in Greece. In general, the first step for the buyer is to obtain a Greek tax number (also known as “AFM”), which can be issued by our in-house legal team once you have signed a power of attorney.

Then, the purchase typically begins with the plot, signed at the notary. The rest of the price is commonly paid in installments, each linked to a completed stage of construction.

This structure is designed to minimize the risk for our clients. Also, since customer service has always been one of our top priorities since 1991, we explain each step in detail, including the payment plan and the additional costs.

Why Buying Property in Greece is a Smart Investment Choice

As shown in our data, the median price per square metre of holiday homes rose by 10.8% in the first four months of 2026 in comparison to the previous year, reaching €3,398 per square metre. What is more, a newly built villa with a garden and a swimming pool can be found at €4,675 per square metre, an increase of 35% since 2022.

Connectivity is another advantage Greece offers when it comes to real estate. So, getting there keeps getting easier. For example, Crete’s new Airport in Kastelli is currently under construction and is expected to contribute to doubling the passenger numbers to and from Crete by 2030. Better connections result in properties being rented out more easily, while international buyers can directly fly to and from their home countries.

To sum up, we notice that the real estate market of Greece is growing and maturing, attracting serious international buyers who seek a holiday retreat, a second home, or a permanent home in Greece, due to the country’s investment potential, competitive prices, and lifestyle.
